This alarm means that the compressor is pulling excessive current at start up. This could be from off cycle migration leaving the compressor full of refrigerant, it could also be a result of a weak capacitor or tight or seized compressor. Verify capacitor micro-farads, warm top of compressor shell to chase any liquid out.
